On August 28, 2025, the U.S. Department of Homeland Security (DHS) will publish a proposed rule that could change how F-1 (academic student) and J-1 (exchange visitor) visas are admitted.
- Instead of admission for “duration of status,” students and exchange visitors would be admitted for a fixed period (up to 4 years) based on their program or assignment.
- If more time is needed to complete the program, individuals could apply to U.S. Citizenship and Immigration Services (USCIS) for an extension of stay.
- DHS is seeking public comments on this proposed rule between August 28 – September 27, 2025, and on related paperwork requirements until October 27, 2025.
