We would like to inform you of an important upcoming change to U.S. immigration regulations that may affect F-1 international students.
The U.S. Department of Homeland Security (DHS) is scheduled to publish a final rule in the Federal Register tomorrow, July 17, 2026. The new regulation is expected to become effective 60 days after publication (approximately September 15, 2026).
What is changing?
For many years, F-1 students have been admitted to the United States under “Duration of Status (D/S),” which allowed students to remain in the U.S. as long as they maintained their F-1 status and continued making normal academic progress.
Under the new rule:
- The current Duration of Status (D/S) admission will be replaced with a fixed period of stay shown on your Form I-94.
- Students who need additional time to complete their academic program or eligible practical training may be required to apply for an Extension of Stay with USCIS before their authorized stay expires.
- Remaining in the United States beyond your authorized period without an approved extension could result in the accrual of unlawful presence and possible immigration consequences.
What should you do?
At this time:
- Do not panic.
- Continue to maintain your F-1 status by enrolling full-time, making normal academic progress, and following all F-1 regulations.
- The University is carefully reviewing the final rule and its impact on our students.
- We will provide additional guidance and instructions as more information becomes available and as SEVP and USCIS issue implementation guidance.
